Cross-border cooperation network has been created in order to improve cooperation in all fields of life and work of the inhabitants of cross-border region. The network consists of 57 stakeholders from public, private and NGO sector (including project partners), which were signed Memorandum of Understanding (MoU) with IBC project, i.e with PE “Roads of Serbia” as Lead Beneficiary. With the signing of the MoU, the establishment of a network was formalized. The signatories agreed to cooperate in order to improve conditions for the movement of people, goods and services in border areas, develop border crossing Nakovo-Lunga, overcome the border as barriers and promote stronger cooperation and contacts between border regions and communities. Signatories also agreed to give full support to the Office for information and promotion of cross-border economic cooperation (after establishing), to identify and define proposals for overcoming common cross-border challenges, to contribute to launch initiatives to promote cross-border economic cooperation and to support new opportunities in the field of quality standards in public transport and mobility services.

Beginning of works on the modernization of the border crossing Nakovo and construction of a cycling route from Kikinda to the border with Romania
As part of the IPA Cross-Border Cooperation Program Romania-Serbia the project entitled “Improvement of Banat Connectivity – IBC” started work on the modernization of the border crossing of Nakovo and construction of a cycling route from Kikinda to the border with Romania.
The planned works at the border crossing Nakovo will create the necessary technical conditions, as well as the security and control standards that already exist on the Romanian side of the border. Roof over the control room will be built, additional control booths will be provided, as well as electronic ramps for each traffic line, video surveillance and light signaling. The construction of passenger toilets is planned as well as a space where the work of the post office, bank, freight forwarder, etc. will be enabled. In order to create technical conditions for the transport of goods to vehicles of higher capacity, platforms for the control of freight vehicles will be provided. The owner of the investor’s rights – the financier of the works, is the City of Kikinda, who provided funds for this purpose in the amount of 87.751.153,91 dinars, and in accordance with the planned dynamics, works at the border crossing will be completed at the beginning of June of this year.
At the same time, the Public Enterprise “Roads of Serbia”, as the leading partner of the IBC project, started with the construction of a two-way bicycle route on the right side of the state road no. 15 I-B, the Kikinda-Nakovo zone (the state border with Romania), in the length of 7,821m. The planned completion date is mid July, while the total value of works is 612,100.57 euros. In addition to the newly-arranged trail allowing easier and safer cyclist traffic, it will further strengthen the position of the city of Kikinda on the European bicycle corridor EuroVelo 13 – The Iron Curtain Route.
The IBC project is implemented by the Public Enterprise “Roads of Serbia”, as the project leader, the City of Kikinda, the Municipality of Žombolj and the Regional Center for Socio-Economic Development Banat, as partners in the project, with the aim of contributing to better connectivity in the cross-border area through improvement of quality standards in public transport and mobility services. The project began with the realization in August 2017 and will last until August 2019, and the total value of the project is 1,813,477.53 euros
Information and promotion office on cross-border economic cooperation was established
On the March 29th the Information and promotion office on cross-border economic cooperation was officially established. The main goal of establishing Office is to promote and support the exchange of people, goods and services between Romania and Serbia, and the main activities are:
- Collect, process and exchange all relevant information and data related to cross-border cooperation in the field of economy;
- Providing information on the possibilities of cross-border cooperation to all stakeholders;
- Organize business meetings and connect the business sector on both sides of the border
- Identify and define proposals for overcoming common cross-border challenges;
- Initiate for the promotion of cross-border economic cooperation.

Streets undergoing rehabilitation in Jimbolia through the project “Increasing Mobility through Road Development in Banat”.
Work execution: November 2018 – August 2019
In August 2017, the implementation of the project “Increasing Mobility through Road Development in Banat”, financed by the European Union through the INTERREG IPA Cross-Border Cooperation Program Romania – Serbia, was started and co-financed by the partner countries in the program, bringing together four partners: – project leader, Jimbolia localities in Romania, Kikinda in Serbia and the Association for Socio-Economic Development of Banat in Serbia.
The main objective of the project is to contribute to increased mobility in the cross-border eligible area by improving quality standards in public transport services and by setting up cross-border cooperation structures. The contract for the execution of the works of “Rehabilitation of the streets adjacent to the National Road 59 C from Jimbolia” was signed with SC Group D.C.M. SRL in Timiş county and the order for commencement of works was issued on November 8, 2018. The works continued until the issuance of the order for termination of the works, which was issued on December 18, 2018 due to unfavorable meteorological conditions. Until the works were stopped, several sections of the Liviu Rebreanu and Ioan Slavici streets were rehabilitated, and the rehabilitation works according to the project would be resumed. We remind you that the infrastructure works include the rehabilitation of the streets adjacent to the 59 C National Road in Jimbolia, a road leading to the Nakovo-Lunga border crossing point, and access to property. The sections in the project are as follows:
• Mărăşeşti Road – between Kikindei Road and Basarabia Street
• Str. Ioan Slavici – between Republicii Street and West Towers
• Str. Liviu Rebreanu – between Peter Jung Street and Spre Vest Street
With regard to the establishment of cross-border cooperation structures, the Cross-Border Cooperation Network was created. From Romania, 26 public and private sector stakeholders and NGOs signed the Memorandum of Understanding. The creation and functionality of the network will improve cooperation in all areas of life and work for the inhabitants of the cross-border region. The Network will also support the use of new opportunities in the field of quality standards in public transport and mobility services.
Sixth project team meeting
The sixth project team meeting took place in Jimbolia at the municipality’s headquarters on the 18th of January starting at 12 o’clock Romanian time. The meeting was held with the presence of all project partners team members, leaded by the Project Manager – Biljana Vuksanović, according to following topics from the agenda, previously discussed and approved by the project partners:

2,360 Meters of Streets Rehabilitated in Jimbolia, under the Project ”Improvement of Banat Connectivity”. Works Performed: November 2018 – August 2019
In August 2017, we started implementing the project entitled ”Improvement of Banat Connectivity”, financed by the European Union under the INTERREG IPA Romania – Serbia Cross-Border Cooperation Program, and co-financed by the states taking part in this program; the project involves four partners: the Serbian Public Road Administration – the Project Leader, the localities Jimbolia of Romania, Kikinda of Serbia and the Banat Regional Social-Economic Development Association in Serbia.
The main aim of the project is the contribution brought to an increased mobility within the eligible cross-border area, by improving quality standard in public transport and by setting up several cross-border cooperation structures. To this end, the Romanian partner shall rehabilitate the streets adjacent to the National Road 59 C in Jimbolia, as this road leads to the border crossing Nakovo – Lunga; property access roads shall also be built. The rehabilitated sections, with a total length of 2,360 meters, shall be the following:
• Calea Mărășești – between Calea Kikindei and str. Basarabia – 969 m
• Str. Ioan Slavici – between str. Republicii and str. Spre Vest – 860 m
• Str. Liviu Rebreanu – between str. Peter Jung and str. Spre Vest– 531 m
The contract for the performance of works for ”Rehabilitation of the Streets Adjacent to the National Road 59 C in Jimbolia” was signed, and the selected company is SC Group D.C.M. SRL, based in Timiș county. Rehabilitation works shall commence in November, with a view to completion in August 2019.
As to the setup of cross-border cooperation structures, the Cross-Border Cooperation Network was created, involving 25 stakeholders from the public, private and NGO sectors in Romania, and 25 in Serbia. The process of signing the Memorandums of Understanding is underway. The setup and functionality of the network shall improve cooperation in all fields of life and work of the inhabitants in the cross-border area. The Network shall also support the use of new opportunities in the field of quality standards for public transport and mobility.
Fifth project team meeting
The 5th Project Team meeting took place on Thursday, 25th of October 2018 in Belgrade, at the PE “Roads of Serbia” premises, and started at 13:00 o’clock (SER time) after the Special Monitoring visit performance. The meeting was held with presence of all project partners team members, leaded by the Project Manager – Biljana Vuksanović, according to following topics from the agenda, previously discussed and approved by the project partners:

• Monitoring the progress of the project realization and spending forecast -undertaking corrective actions if necessary

By filling online questionnaires on the IBC Project Web Portal, created especially for this occasion, stakeholders provided their business data and consented to the data being placed on the IBC web portal. Cross border network is presented as section on webportal in form of database, which will enable the presentation of various goods and services on both sides of the border and promotion of these goods and services, in order to improve access to potential beneficiaries and improve the local and regional economy. The network will support the use of new opportunities in the field of quality standards in public transport and mobility services.

The 4th Project Team meeting took place on Tuesday, 7th of August 2018 in Zrenjanin, at the RDA Banat premises, Zrenjanin, and started at 11:00 o’clock (SER time). The meeting was held with presence of all project partners team members, leaded by the Project Manager – Biljana Vuksanović, according to following topics from the agenda, previously discussed and approved by the project partners:

Improving the cooperation of the border regions and exploiting the new opportunities brought by the project “Increasing Mobility through Road Development in Banat”

Regarding the establishment of cross-border cooperation structures, a round table on “Improving Border Cooperation and Exploiting the New Opportunities of the IBC Project” was held in Jimbolia on 12.06.2018. The event was attended by relevant representatives of the public and business sector in both countries and project team members. The purpose of the round table was to identify ways of improving and expanding economic cooperation between localities and border regions.
